What Would Leadership Look Like?

Wouldn't it be great if we had elected officials in San Diego who understood complicated policy issues, and worked hard for the city and the region? Somebody who wasn't too scared of sometimes angry constituents to make the improvements our city needs? Who treats staff professionally and respectfully? Somebody who had the respect and trust of people in the other cities in the county and in the state, and who could use that stature to bring money, resources and improvements to San Diego? Maybe even fluent in Spanish, so he could lead us on border issues?

Oh wait, that's Jim Madaffer.

Any elected official who works with Jim is impressed with his command of policy on planning, transportation, housing, redevelopment and technology. He works cooperatively with people to solve regional problems, unlike the politicians who use people and opportunities primarily to augment their own political power. He was instrumental in extending the regional transportation sales tax, worth $14 billion; passing Proposition 1A, preventing further state raids on local government revenues; and the huge success in the recent large allocation of state bond funds to our county.

In his district, he has not been afraid to recognize the need for neighborhood enhancement, even when it scares the pants off the neighbors. But his push for controversial redevelopment in Crossroads and Grantville has and will beautify those areas with new tax revenues, and will support efforts to reclaim the San Diego River as a recreational resource.

Last week, he went to Mexico City with local elected officials and representatives of our business community to discuss a third border crossing and opportunities for sharing airports cross-border. He, Pedro Orso-Delgado of Caltrans, and Gary Gallegos of SANDAG conducted their meetings with Mexican officials solamente en Español, which could only have helped bring about the success that folks are reporting from the trip.

You can tell that his colleagues trust and appreciate him. He is the first person from the big bad city of San Diego chosen by the region to chair its most powerful single committee -- the SANDAG Transportation Committee. This year, he is a vice president of the League of California Cities, in charge of the statewide housing agenda, and in September, he becomes the league's president.

He has his faults, as do we all. He is a hot head, whose intemperate comments on the microphone are the subject of parody within the council (sorry, Jim), and can make a listener cringe. He is also kind of a geek, who might have been president of the audio-visual club in high school. (But when the projector doesn't work at one of my meetings, I want Madaffer on my committee.) He has other faults and has made his share of mistakes, many of which have been widely reported.

So why am I writing this long, gushing tribute to my colleague, as though he recently died? (And for which I will take certain grief from my colleagues.) Because voiceofsandiego.org, which openly scoffed at his representing us in Mexico, is so particularly hard on him. I think your criticism is, at best, an incomplete treatment of Madaffer. Those who work with him know how much he cares about San Diego, how good he is at his job, and how successful he's been for San Diego and California. The public ought to hear that story also.

Why are people so quick to defame and point out the negative? It is refreshing to see the positive in those we elect. While I am the first to yell to get my point across when I believe someone is not doing what "I" believe to be right, I will also confess I am slow to praise when it is due. Thank you Scott for the refreshing positive comments about Jim. ALL of those on the Council deserve praise for the jobs they are trying to do. They will be blasted for trying to do what is right if the perception is nefarious yet founded only by statements within the UT. What a sad state of affairs that is.

I would like to commend Council President Peters for taking the time to highlight one of the hardest working public officials in San Diego. Like him or not, you must give Council Member Madaffer credit for being a leader in our community. Let me share one example of Council Member Madaffers commitment to our community. Five years ago, Council Member Madaffer was instrumental in launching San Diego Project Heat Beat (SDPHB). SDPHB is managed by San Diego Medical Services Enterprise, the city of San Diego's 911 paramedic provider. SDPHB is a public access defibrillator program. SDPHB has one main goal: “save lives through early defibrillation”. To reach that goal, SDPHB's objective is to make Automatic External Defibrillators (AED) as accessible as fire extinguishers throughout our community. To date, over 3,500 AED’s have been placed throughout San Diego resulting in 47 lives have been saved. Without Council Member Madaffers hard work and dedication, none of this would have been possible. Thank you Council President Peters for highlighting Council Member Madaffer and thank you Council Member Madaffer for all that you have done to better our community.

Misinterpret or intentionally batcher by those opposing the progress that this Councilmember has had the vision to implement in Fox Canyon, Jim Madaffer has been the best person representing us at City Council, so far. Being honest and true to his promises, his loyalty to his constituents is legendary and at the brink of madness. Like a runaway train fueled and driven by the residents' needs; those intent and want is to change a slum and blighted neighborhood, JIM has rammed Fox Canyon issues through City Council. We trust, admire and are extremely proud of him and also believe that sooner or later we will see an Ontario Avenue connected and a Park System build in the mist of our neighborhood over the clamoring of a staunch group of Nay-Sayers who can’t deal with Jim’s highly advanced mentality and type A personality. Oh Scott, of all people, it’s Madaffer?? Really now: cutting a lock off his water meter (they shut it off because he wouldn’t pay his bill), hitting a City-owned median sign (in your district!) and fleeing without his license plate, twice personally filing for bankruptcy, skipping critical meetings for junkets in Mexico he wasn’t elected to do, knowingly breaking federal and state laws by allowing homeowners to subsidize sewer rates of businesses, negligent of his duties to check financial statements (these sound familiar to you?). And his list goes on. Madaffer’s is not model of leadership I’d teach my kids. One of the City's worst leaders.. ever. What spin, no thanks.

Well done Councilmember Peters. I've known Jim Madaffer for over 12 years and can say that his commitment, passion and enthusiasm for the communities in his council district are second to none. While he has had his share of challenges and issues, I'd like to know someone who hasn't, he has always performed his job as my councilmember with integrity, character and a vision for improving the City's quality of life. If improving Mission Trails Regional Park, building little league facilities and replacing equipment in our parks are negative qualities in a councilmember, than I want Jim Madaffer representing me, because these are exactly the kind of neighborhood enhancements he has delivered for this city over the last 6 years. Thank you Mr. Peters for reminding us that public service is still something of value.

I like Jim Madaffer and would choose him any day over my councilman, Mr. Maienschein. At least Mr. Madaffer has the gumption to stand up to our reckless city attorney. That alone is enough for me to applaud him.

Didn't the Voice of San Diego call for a recall on Madaffer just a few months ago? And didn't Voice of San Diego issue a article about how Madaffer was making crooked deals? Wasn't it about a backroom deal where Madaffer was involved in a quid pro quo where he received money for a park in his district in exchange for leading an effort to have retirement benefits increased for former San Diego City Council members? I absolutely disagree with the Council’s decision to not give the firefighters a raise this year! Three years in a row? Are you kidding me??? That being said, I’ve been following the actions of the City Council, good times and bad, for over ten years. I’ve even had the opportunity to meet Madaffer and other members of the City Council (both past and present). And while I don’t exactly envy the position he’s in given the current political climate, Madaffer has honorably served the people of San Diego as a member of the City Council.

Council President Peters is right on target....if Jim Madaffer is part techie, part council historian and part policy wonk, you can add it all up and what you get is a 100% committed public servant. Have a question about transportation funding, community services, libraries, housing or the budget? Chances are Jim will know the history AND have an answer. You might not agree with that answer (I certainly don't agree with him all the time) but he'll not only tell you how he feels, he'll explain WHY he feels that way as well. The truth is....you can say that about just about everyone on the tenth floor today...a refreshing change. Jim was issue-focused during the Chamber's mission to Mexico last week and he made a substantial difference. Glad he left his dominoes at home!

For a number of years I've wondered who the Madaffer supporters might be. With Jim's track record of financial mis-steps (both personal and behalf of the public), causing city employees to be terminated due to his power manipulations, and his childish defensiveness when asked for explanations of policy, well, I have been at a loss to understand his longevity. Please get this straight, folks, Madaffer hurt a lot of people with his Fox Cyn. mess. He threw political supporters under the bus in the Data Processing scandal(people he was supposed to be monitoring)when undue influence pedaling was exposed. He's begged for fire fighter support, got it, then gave them a public cold shoulder (Mr. Perkins, of all people, knows this). Madaffer and Peters are exactly why this city is in trouble. But, I respect other peoples opinions. Thanks.

Scott et al., I suggest you all reconize that the standard for councilmember excellence resides in District Six, period. Jimbo's done some good stuff, sure, but when there's so much easy fodder to keep him from making it to the next level, that's a reflection of carelessness on his part (dare I say recklessness?). Representing the City means putting petty politics aside and doing the right thing, every time. Only Ms. Frye seems to read the docket through and through, week after week, which gives her the advantage of asking the hard questions and making truly reasoned decisions, unlike the rest of y'all. Without that level of dedication, you will all continue to rest on your politcal allies and "go to" community reps for the appropriate spin. In the end, a couple of good votes will never outweigh all the bad ones done for the wrong reasons.

Kudos to Councilmember Scott Peters for the recognition of his Council colleague, Jim Madaffer. I have known Jim for many years and have always been impressed with his understanding of and appreciation for San Diego's visitor industry and its significant contributions to the local economy and our quality of life. His longstanding and consistent support for marketing San Diego as a premiere convention and leisure travel destination has proven profitable for both the city's treasury and its citizens.

Council President Peters, I couldn't agree with you more on your comments about Jim Madaffer. As former Chairperson of the Centre City Advisory Committee, Downtown's community planning group, I had the opportunity to work with Councilmember Madaffer when he temporarily oversaw District 2. We worked together on the update of Downtown's Community Plan. I found him to be a good listener, a quick learner and extremely concerned about the welfare of the community. He was efficient and got things done. It was a pleasure working with him.

Thank you Scott Peters for Bringing the fact that no boby is perfect.It seems we want to remember a person by the mistakes he makes and not by his good deeds.I believe that Jim Madaffer has been very instrumental in making the district he serves a better one.

Who knew that JM had so many family? Seriously, the guy is a weasel. There used to be a post on this site's forum that listed a couple of dozen examples of his unethical behavior. Someone ought to go dig it up because it makes for great reading. And to Perkins, somebody who is considering running for JM's seat, I say go somewhere else with your self-serving drivel. I sure don't want an adult who still calls himself "Johnnie" serving me.

I certainly appreciate Councilmember Peters taking the time to point out many of Councilmember Madaffer's attributes. Besides the aforementioned highlights, Madaffer has personally raised funds to provide breakfast for over 200 men and women everyday during the winter shelter season for the past four years. Not highly publicised, each season, Councilmember Madaffer visits the shelter frequently, and privately raised the funds to provide our clients with breakfast, as the contract only provided an evening meal...I call that leadership. Not only did he have the compassion to help, but he did it at no cost to the City.
