Talk to the Hand

OK, this is classic. You'll remember my incessant whining a while back about the ridiculousness of the mayor's Office of Ethics and Integrity. It was never clear what the point of the organization is. Never.

The city had an Ethics Commission. The city attorney had a Public Integrity Unit. The city had a human resources effort for training on ethics issues. And all city employees presumably had some kind of mentor who told them it was wrong to, you know, lie, cheat and steal.

But the mayor decided to hire a high-priced lawyer to run a new department in the cash-strapped city called the Office of Ethics and Integrity.

Now, after adding a layer of fat, the mayor is ready to cut something. Witness this memo Ethics Commission Chairwoman Dorothy Leonard sent to Ronne Froman, the city's chief operating officer:

On June 4, 2007, we were advised by the Commission’s Executive Director, Stacey Fulhorst, that the Mayor’s Office would like to initiate a Business Process Re-Engineering [BPR] of the three ethics departments in the City (the Ethics Commission, the Office of Ethics and Integrity, and the City Attorney’s Public Integrity Unit). We are writing to advise you that the Ethics Commission must respectfully decline to participate in this BPR effort.

As we have discussed in other contexts, because the Ethics Commission is an independent department responsible for regulating the conduct of the Mayor and his staff with respect to the City’s campaign laws and ethics laws, we believe it is extremely important for the Mayor’s Office to recognize the independence of the Ethics Commission and avoid the appearance of managing the Commission in the same manner as those City departments that report to the Mayor.

Another "Catch-22" created by are brilliant Officials representing the Citizens of San Diego.

What's really going on: the mayor created a redundant ethics group in his own image, he then seeks to eliminate those ethics groups not in his image. He solves the redundancy issue and restricts government after bloating it temporarily. He looks like he's streamlining government while achieving the primary motive -- control and rule the supposedly independent ethics function of the City of San Diego. This is strong mayor abuse, and is one of a number of other significant abuses that are corrupt and unfair -- abuses he does not want investigated by the Public Integrity Unit or the Ethics Commission.

It appears, as someone who looks into the fish bowl called City Hall, that the bottom feeders have left the bottom and are now trying to battle with those who swim in the water above for the small particles of food being dropped by us, the taxpayer. The Mayor, in his usual manner, created an additional buffer to protect him and his office from blame if something or someone were to be put in a bad light. By putting the three redundant levels of government out for BPR, the Mayor will no doubt shout he is "cutting" without again sharing with the tax paying public that he beefed up government before he cut so really we will be where we were before he actually took office. Funny how some things never change. Is anyone paying attention out there???

Good for the Ethics Commission. Unlike Sanders' Office of Ethics and Integrity, the Ethics Commission actually contributes something, and they should be independent from the corruption within the mayor's office.

Nice try Mayor Sanders. Create a duplicate office then try and re-engineer (i.e. combine) the existing and independent Ethics Commission into the bogus and wasteful office created by you... also the one that answers to you. Clever, but not clever enough. Thankfully, some people in the existing Ethics Commission (the real and independent one) practice ethical behavior and refused your 'invitation'.

What has the Ethics and Integrity office done? What are they supposed to be doing? I hope they are investigating the Mayor's Office because that is where the "fish bowl" Sparky mentioned is particularly murky!
