A Tone Like a Candidate

Published: Wednesday, June 6, 2007 7:31 AM PDT

So everyone seems to be talking about Marti Emerald as a candidate for the San Diego City Council District 7. She's a reporter with 10News.

Local labor leaders and Democrats have been discussing, for some time, the possibility of taking District 7, which is currently represented by Republican Councilman Jim Madaffer.

It would seem that since they haven't even mentioned any other Democrat for the post, they are banking on Emerald getting into the race.

What's she say?

Emerald said she is undecided about running, but has been talking to campaign professionals about the possibility. She said she will make a decision closer to the end of her contract with Channel 10 in September.

I'll give her the benefit of the doubt and assume she truly hasn't made up her mind. But, the minute she does, she really can't keep doing stories like this.

If you didn't see it, Emerald dresses up like an elderly disabled woman who is trying to find uncaring bus drivers.

Here she is, incognito (click on the picture for the 10News link to the video):

She didn't find any.

But that didn't stop her from suggesting that the bus drivers really were horrible. She had asked the Metropolitan Transit Development Board for complaints about drivers. Then during her 11 bus trips as an elderly, feeble woman, she found nothing but fairness and courtesy:

Emerald said, "Makes us wonder if their management had fired out a warning memo after we requested all of those complaints."

I don't really think you can say that, can you?

That's a bit beside the point. The fact is, if Emerald indeed has decided to run for City Council, it's hard to tell whether this kind of a report is by a journalist or a political candidate.

So is she a candidate?

At a recent event hosted by the Center on Policy Initiatives, CityBeat Editor Dave Rolland made note that Emerald was there and was not just a face in the crowd. Rolland seemed to think Emerald was in campaign mode.

He reported that Emerald asked a good (and apparently long) question at the forum where Independent Budget Analyst Andrea Tevlin was speaking. Emerald was wondering why the city was going to pay real estate brokers to sell city land. It's a question a lot of us have been thinking about.

Here's part of Rolland's report:

Anyway, Emerald wanted to know why the city would outsource that work to the private sector instead of doing it itself -- and she asked the question in a tone that sounded an awful lot like a candidate for elected office.

...I noted that Emerald hadn’t identified herself as a reporter or a candidate when she asked her question (other people with questions mentioned their affiliations), so afterward, I asked her.

Neither, she said. "I’m here as a citizen." In other words, she was there as a probable candidate, but she can’t say she’s running for office yet because she’s under contract with 10 News through September. Look for her to announce her candidacy then.

Rolland's not the only one convinced Emerald will run.

But what does that mean for her journalism, like the story she did about the bus drivers?

After all, the City Council has four seats on the Metropolitan Transit Development Board. If Emerald runs for City Council and wins, she has a 50 percent chance, apparently, of serving on the board that oversees bus and transit operations.

Is it a big stretch to think she could be telling potential voters how good she might be at overseeing the bus system and other functions of government?

If she truly hasn't decided whether to run for office, there's really nothing to complain about. But if she is appearing at events like the one other day with a straight political motive -- as Rolland appeared to take it -- she should probably take off the journalist cap. Oh yeah, and, I guess, her granny wig.

If she has not filed bankruptcy twice or had her water shut off once, she is miles ahead of the guy current in that political spot. Anything would be an improvement for that particular council position.

Is the City Attorney her campaign manager? Sure seems like it.

Rah Rah Roaming Gnome! I give her credit for appearing at any public formum whether she is there as a citizen, journalist, reporter, potential candidate or just getting free coffee. I don't care if she wears her hats backwards or shows up naked. The fact is she is concerned and involved which so many residents in San Diego aren't that is why our elected officials act as they do (I don't place Ms. Frye in the bunch of developer mistresses). Go Marti and good luck in whatever you choose to do. I think Marti should forget district 7 and go right for the Mayor's spot!

What a cheap shot! By you and Roland. The CPI event was a nonpolitical civic event to hear the Independent Auditor's views about the workings of city government. I was there along with about 100 other citizens; you were not. Marti asked a perfectly legitimate and straightforward question that had no political overtones at all. Your speculation based on Roland's speculation as to what was in her mind when she asked the question is unworthy of either of you as objective journalists.

Scott, Scott. I see you're living up to your SLOP moniker again. Are you sure you wouldn't just prefer to blog this nonsense in Livejournal?

I'm not sure that she wouldn't come in being another Aguirre crusader (lots of bluster, substance comes later--maybe). That being said, one problem with Scott's grand conspiracy theory--the bus drivers are not only represented by a union, they're a union that historically has turned out large numbers of volunteers for campaigns. So if she IS a candidate, why would she want to antagonize a potential key support group? If she's got professionals behind the scenes already, her advisors should be fired immediately.

Since when are journalists non-citizens? We pay taxes, vote, and suffer through press conferences to boot, and ought to at least ask the questions that are on our minds to get better answers for readers than either you or Rolland seem willing to find. As for Emerald, she suffers from the same defect you two do; she has some lowbrow preconceived ideas that she wants to prove, irrespective of bus drivers' facts. I suspect her editor wanted her to get this stuff and if so, hope she never runs for PD chief with those kinds of investigative ethics. Norman: I've seen Emerald up close and may vote for her if I never have to see her naked, and hope that no other candidate uses that photo of her looking like God's grandmother in a campaign. Judgment isn't just for the guys in black robes, you know.

Voice criticizes Emerald... yet they have candidate Stephen Whitburn writing the Cafe San Diego blog Friday. Whitburn is supposed to be prohibited as an American Red Cross employee from engaging in politics. It's in their code of conduct. Jerry Sanders had to resign as their board chairman before running for Mayor. So, is Whitburn going to take a leave of absence or resign? Doesn't seem like it. Oh, and is Voice going to offer all the OTHER candidates a chance to write for Cafe SD?

Lila: I'm not sure what Stephen Whitburn has to do with Marti Emerald. I would point out that another candidate hosted the cafe recently. I find it a little unethical if you are actively supporting a candidate to use a pseudonym to attack another candidate. I happen to think there are several excellent candidates for District 3 and I would like to hear from all of them using any forum that is made available to them. I just hope your negative E-mail does not set the future tone for the District 3 race.

Thank you, Roaming Gnome, Norman, Ira, Lila et al, for proving that voice readers are not so stupid to take the recycled word of an opinionated editor from some weak music tabloid that has no reporters. If Marti Emerald decides to run for city council, SLOP can bid goodbye to Republicans holding that district: she will win, even if her opponents use that funny granny photo. Actually, Marti might use it herself to win some senior votes!

I'm a faithful reader of Voice of San Diego and a supporter. Scott Lewis' piece on Marti Emerald was very disappointing. There may be a legitimate issue of whether there is a conflict in running for office and being a journalist. However, as of this date, the problem has not arisen since Ms. Emerald has not made a decision as to whether or not to run for City Council. It's a great disservice to her and poor journalism to make insinuations of her character based on assumptions, not facts, of some past article that she worked on. Completely overlooked is the fact that she has received hundreds of city, state and national awards from such groups as the National Press Club, National Association of Arts and Sciences, Society of Professional Journalists and many others. I expect more from this blog than Scott has written.

I hope very much that Marti decides to run for city council. She is smart, a good communicator and knows the issues. I know she has been very careful not to be a candidate while she still works for Channel 10 It's tough to keep everyone happy ( good editors dont try) when you are an editorial writer but I didn't think either the piece this morning by Scott Lewis or David Rolland's blog comments were anything but informative. CityBeat and the Voice have transformed San Diego by their independent accurate reporting and insightful editorials.

I don't know about anyone else, but to me the SLOP article seems more an attempt to stimulate thought than to draw any conclusions. It's more of a "here's one plausible scenario. Does anyone else see a different one?" article than an accusation.

Sorry. Tried to reason or at least intellectually relate to this piece, but my brain turned to water when I saw Emerald's picture. She looks like Dick Cheney is drag in that getup.

First, hello to Ian, with whom I and 15 other candidates ran in 2005 to replace Michael Zucchet. And Ian, am I one of the 'excellent' candidates running in District 3??? lol!!! To Lila: The election is still a year away. I think I can safely make the assumption that 'Voice' will provide all candidates who file to run with a chance to be heard here. In the meantime, if 'Voice' will permit me, I have published a campaign website at link . On the site, I will be maintaining a frequently updated blog page discussing the different issues of the day, as they arise. I also invite anyone to submit their questions to me at the address on my site.

Don't see anything wrong with Mr. Lewis' concern with the conflict of interest. The SD political/news arena needs more of this type of discussion and exposure. I appreciate the higher standard of concern on the Voice. Wish some of the print and television "journalists" displayed the same willingness to investigate/opine on their own kind. For example, when Madaffer hired former reporter Colleen Windsor, at a high paying redevelopment post, people like KUSI's Doug Curlee rallied around the questionable appt. Anyway, Emerald will do just fine. Bring on the other District 7 candidates. Anybody but a Madaffer/Peters clone would be welcome.

Charles Foster Kane's comment shows how far women have to go. "I've seen Emerald up close and may vote for her if I never have to see her naked..." How juvenile, first of all, but where does seeing her naked or her looks come into in any way? Why is it that no one can resist discussing a woman candidate's looks -- as if they have any relevance? Can you imagine if people said, "Well, I'd have voted for New York Mike for mayor but I thought Pat Shea would look better in a swimsuit."

Sean, unfortunately you are as assumptively ignorant as the comments by Scott Lewis if you believe the "Tom" who posted earlier here to be Mr. Shepard. Assumptions not based on fact are the scourge of objectivity and you fail to stay on topic.

While I have found Marti to be very entertaining over the years, I question her knowledge of running a city government. Since the last mayoral election, politicians were so successful in claiming that the city is crashing into the sea (which it is not), and exacted a fear to hire anyone...anyone that had enough star power. If people think some of the existing council/mayor is ill-prepared for the job, then get serious San Diego and choose wisely. We need people experienced in running an organization and a keen knowledge of how government works (it is not a business, but should be run efficiently). That's why the citizens should do their research wisely and the city should raise the salaries of incoming councilmembers to attract people experienced enough in management and government to steer America's 8th largest city into a better future. Besides, Channel 10 needs Marti!! Think Ratings!!!

Yo Granny for Marti, it was one of CityBeat's non-existent reporters who broke the story Dale Peterson mentions about Colleen Rudy working for Madaffer. Try reading it sometime. And chew on this: A solid news-only operation like Voice would not survive as a print publication in a town that largely cares more about entertainment than civic discourse.

"Head in Hands San Diego" said it best... Star Quality aside we need people who know government and business and who know the difference and how each works... While the sky is falling chant of the last election got Jerry Sanders elected, it also got us Mike Aguirre... Wake up voters and meet the people you are going to vote for and entrust with our city government... District One is in trouble as is seven if what had "declared" is all that we have to choose from... many of the "Undecided" candidates deserve a hard look... only a fool and ego maniac jumps before he looks...

As a registered Republican, veteran, parent and homeowner and peanut gallery political spectator, I find the possibility of Marti Emerald being a candidate for the 7th district to be both a solid choice and a delightful relief from the staid irrelevance of our 5th district councilman Brian Maienscheinor or the tired claim of councilwomen Frye that she doesn't have sufficients information to make an intelligent decision. We need stridant fearless women (and men) like Marti, who aren't afraid to ask pointed questions, those common sense questions, like those in the many investigative reports Marti has bravely conducted without being intimidated by the any individual, corporate entity or popularity poll. She's already showing some political savvy in not disclosing her intentions to run jst right yet. I hope she runs. John Q Public
