FPPC: Fine Horn $12,000

The state Fair Political Practices Commission has proposed fining county Supervisor Bill Horn $12,851 for violating campaign finance laws and failing to disclose potential conflicts of interest.

The commission, which is charged with upholding state campaign finance rules, says that Horn and his political committee spent $851 in campaign funds on non-politically related expenses during his 2002 reelection campaign. The North County Republican also failed to report all of his income sources on his 2004 and 2005 conflict-of-interest forms, the commission says.

The FPPC also says that Horn failed to disclose five campaign expenditures -- totaling $11,299 -- during the 2002 campaign.

Horn has agreed to the fine, which must still be approved by the commission. His spokesman was not in the office Friday afternoon and could not immediately be reached for comment.
