Story No. 8: School Direction

Continuing on with the stories to watch for in 2008, we get to No. 8:

8. The Search for a New City Schools Superintendent
As Carl Cohn, movie star, moves on to the national political scene, San Diego Unified School District is at a crossroads. What does it do? Is the board an active overseer of the superintendent, or a big gooey rubber stamp of his or her initiatives? Does it embrace charter schools and reform efforts, or focus on funding and improving existing systems?
My work here is done.

The housing market slump and state's fiscal crisis will hardly be unnoticed at district headquarters. Will the district continue to try to hide its financial state behind a dizzying array of numbers or will it produce a budget -- however bleak -- that the public can debate and discuss?

Cohn's post is being filled temporarily by a manager. The board seems committed to finding a visionary. What they decide on and how they answer these important questions about the district's future will be a big 2008 story.

Shifting the education dollars back into the classroom instead of administrators' salaries is the first step. For example, the College. Career and Technical Education Department has 15 employees- this is excessive. Put 14 of these employees back into the classroom to lessen class size (some have classes have 41 students at this time). There are managers of managers tripping over each other. Let's cut the overpaid Community Relations and Communications offices as well. There are employees in supervisor positions and commensurate salaries but they do not supervise any employees. I have observed what these people are doing and it is not much. It would be interesting to see what percentage of the SDUSD budget is administrative costs and how much is going out to the schools.

Today's news item regarding the Audit resulting in $3 million having been mis-spent by San Diego Schools on teacher retirement bonuses instead of on the federally funded Title 1 programs for low income children may be a small tip of the iceberg in the funding of San Diego Schools. Maybe Mr. Cohn left his position conveniently. A good superintendent is very necessary for a school district. One of the problems that a great superintendent sometimes faces is that of the administration he is supposed to control, but the members will not allow him or her to do so. It is too bad for the students in particular and education as a whole. Good luck in the search.

SDUSD Board is left with the nasty job of cleaning up "stuff" done by Alan Bersin. I regret that the good people on the board are getting stuck with the rotten harvest that is being reaped from bad seeds sown by Alan Bersin. Stories like this should point out that these actions were taken under the Superintendency of Alan Bersin. Wonder how many years it will take to clean up all the layers of yuk?
