Thalheimer's Plan

I've been meaning to say something about this for a while but haven't had a chance. Recently Phil Thalheimer, who is running against two opponents to replace Councilman Scott Peters in San Diego's District 1, was curiously candid with our new political reporter, David Washburn.

Washburn was doing a simple collection of each candidate's fundraising after the last reporting period ended. Thalheimer told Washburn that he wasn't going to be giving his campaign any loans this year. Instead, he'd be funding his campaign with his own contributions.

Now, this is more than jargon. Before last year, a candidate, like Thalheimer, anyone, could loan their own campaign any amount of money they pleased. And they used to have as much time as they pleased to pay this back -- meaning to pay themselves back. And that meant that rather than funding their own campaign, they could treat their personal donations to their own campaign more like investments. They are investments that may not return a profit, but they might return something -- including a little cash reimbursement.

How so? Well, say you are a wealthy person who wants to be mayor. Let's say also that you either, a) don't want to ask people for money, or b) that people just won't give you money. In that case, you can invest in yourself. In the past a person could loan their campaign as much as they wanted. And it was considered a loan -- to yourself. Why? Well, like any loan, it can be paid back.

And how do they pay it back? Well, people may not want to give you money while you're running for election, but everyone wants to give you money once you win the election. And that's what happened. The candidate would invest in his own campaign, win, and then hold fundraisers to pay himself back. It was the only legal way that a person can give a public official money that the public official could put right into his pocket.

But that all changed recently. Now, a candidate can only loan their campaign $100,000 and they only have 180 days to pay it back after an election. They can give themselves as much as they want. So that's why Steve Francis loaned himself $100,000 and then gave himself the millions that remained to fund all those commercials. He has since pledged not to raise money from supporters after the election to replenish his wallet.

Not so for Thalheimer. The candidate ran for office in 2004 -- before the new rules. And the new rules can't be applied to him and others who ran that year. So he has since kept that campaign account from 2004 open. Why? He still wants to replenish his wallet after spending the millions he did that year. And he told Washburn that that's exactly what he would be doing: Once he won the election, he'd be asking his newfound friends for money to pay himself back.

And unlike any other candidate running for City Council this year, he'll have all the time in the world to do it.

OK, so the Thalheimer campaign strategy is legal. It has been done before. How is this different than a brown paper bag under a table? Just because it is a check above the table, doesn't make it ethical. "Vote for Phil, he'll send you a Bill, put your check in his Till, and he'll become you City Council Shill."

Geeez...how slimy...my bad, I thought this was suppose to be about public service, not public greed. So spend a million for a 80K year job. Get a 10K no accounting car allowance. Get people giving you money cause they want something and are willing to pay you for it. No wonder we hold politician in such low esteem. They have subverted the very intent of the founding fathers.

Yeah, and Scott Peters is such an angel..... Phil T. seems to be open and honest. So let's grill him for it and elect another real politician instead - the type that hides everything....... Wake up San Diego!

Residents of District 1 should know they really do have an excellent choice for City Council this year: the best candidate in this race is community-minded Sherri Lightner who really IS open, honest, and intelligent about development impacts on neighborhoods, the need for proper planning, and the importance of living within a budget.

Let's hope that Mr. Thalheimer's hubris in assuming electoral success will result in defeat and diminished personal resources, ensuring we won't have to endure another campaign predicated upon inevitability. Mr. Thalheimer, you must earn my vote--not expect it; not buy it. And, certainly, you should not ask me to pick up your tab if we are stupid enough to seat you.

Money is at the root of all San Diego problems and it started with elected officials manipulating accounts in order to enrich themselves or to finance some scheme (pensions, Republican Convention, etc.) Paul Broadway, a candidate for City Council in the 3rd District may have hit on something: he is not accepting contributions from anyone. His volunteers make campaign signs out of recycled materials, and his brochures consists of hand written notes by his supporters to their friends and neighbors. This may not be the only way to put an end to all corruption, but it is a start.

I have known Phil Thalheimer for nine years on a personal and business basis. My wife and I support him for public office. Phil is a very charitable and family minded individual who is seeking public office to serve others. He has previously demonstrated his commitment to the public good in various causes in spite of the fact that he was not elected on his first attempt. It's a shame that when one wants to serve that they must bear public abuse by unwarranted suspicion, written as if it were fact.

Isn't it a bit counterproductive for reform-minded folks to heap abuse on a candidate for being candid about what most politicians do? Particularly when he aspires to replace a termed-out Council representative who has offered misrepresentations, evasions and outright prevarications to his constituents?

This is a nothing piece. Phil T. is the right guy for the seat and he is doing everything by the book. You don't like the book? Then ask him to re-write it when he gets elected.

Funny I knew Mr. Thalheimer when he worked at SDDPC....You know the City owned business that threw lavish parties for its employees at taxpayer expense. The "company" that charges HUGE overhead to provide IT services to City Departments. The one where Mayor Golding and Mgr. Jack McGrory slushed millions through to coverup the RNC expenses! Wonder why the Mayor hasn't privatize this...the County outsourced all their IT tasks. But back to Mr. Thalheimer maybe he didn't go to their parties. Or didn't participate in the RNC costs schemes.

Have to agree with CLP on this one. Having endured almost 8 years of Scott Peters' complete unwillingness to be accountable or honest with voters in District 1, Phil's frankness is refreshing. I've also been impressed with Sherry Lightner who has a pretty good record of speaking truth to power in La Jolla and seems to have devoted an incredible amount of time to studying the issues confronting District 1. Sad to report however, that the 3rd choice here in District 1, Marshall Merrifield, seems to be just another version of Scott. His varying (and increasingly inconsistent) positions on the Regents Road bridge are going to make him look very silly. But of course that never bothered his buddy Scott.

Instead of blasting a guy willing to put himself under the microscope and enter politics and honestly tell the public what he is doing (ALL of which is legal) why not express positive changes that could be made to existing loop holes or perceived flaws in the current law and ask him to champion them? I went to the debate last night in Rancho Penasquitos. With all due respect "Fed Up"; Sherri Lightner may be a nice lady but is way out of her league when faced with the task of representing District One on the City Council. Phil is a "what you see is what you get" type of guy who if asked will give you an honest and thoughtful answer. I don't agree with all of his plans for change but find him willing to listen and honest. He has my vote.

This bit on Thalheimer has more in common with Rupert Murdoch's FOX NOISE than anything I've subscribed to on the VOSD. It's quite a stretch even for an opinion piece...but,if nothing else, it is indicative of exactly how rare candor and honesty is in this political climate when Thalheimner's playing by the full disclosure rules gets him targeted for this caliber of innuendo and sinister mercenary motivation. IMHO, we've come to expect alot more of the VOSD than this level of commentary.Perhaps the VOSD needs to acccelerate the return of the Cafe if this is what we're going to be left with in its absence.Modeling Rush Limbaugh is very poor form. The re-newal of my VOSD subscription sits upon my desk at the moment.If this is where VOSD is heading it'll be there a lot longer.I'm extremely disappointed. Bring back the Cafe and soon!
