Mayor Raids Downtown Development Funds (Finally!)

Wow. You push hard enough for something, get a bit disillusioned, forget about it and then, suddenly, it happens.

As part of his effort to appropriately allocate costs throughout the City system, Mayor Sanders is including a $5 million contribution to the PETCO Park debt service costs from the Centre City Development Corporation in the FY09 budget. The contribution comes after months of discussions and is the first of what will be annual contributions designed to reduce the City’s costs for this obligation. Total debt service costs for PETCO Park are $11.3 million annually. CCDC’s contribution to meeting those costs is expected to grow in coming years.

This is excellent news. We pushed for this to happen exactly a year ago in this editorial. The mayor flatly opposed the idea that redevelopment funds set aside for downtown could be used to pay down the ballpark debt.

Here was an exchange I had with him in May of last year.

Me: Some people like Donna Frye and Peter Q. Davis have said they think that CCDC should have to start to pay down some of the debt on the ballpark and take over some of those obligations. Yet you've been sort of deaf to those concerns -- at least, you've ignored them.

Mayor Jerry Sanders: Ignored, that's a strong statement. I'd say I've actively opposed.

SL: Why?

Mayor: If we go back and look at what CCDC was developed for, we see it's doing exactly what we've asked it to do. It was developed in the 1970s to turn downtown from a place that nobody would go to after dark to a place that is now one of the most vibrant places in San Diego. We asked it to turn into a place that would take the housing overload from other communities in San Diego and that's exactly what it's done. It's starting to produce and been producing a lot of cash for the city: the sales tax, [transient occupancy taxes], jobs, housing units. It's done all of those things. The reason you go outside the city to do something like that instead -- part of redevelopment we manage inside the city and those people are paid inside the city's pay scale but when you're doing a CCDC-type thing -- which requires vision and the skill to manage complex issues -- you want to get the best people you can. So you take it outside the city's bureaucracy so that you can do that.



Seems he's changed his tune.

Having downtown redevelopment funds pay down the ballpark debt is a great first step toward freeing up millions in the city's budget to pay for more important things. It's also a great step for the mayor, who now has taken the first action toward redirecting funds from pet projects of downtown boosters to the nuts and bolts of infrastructure and safety throughout the city.

Congratulations to activist Mel Shapiro, City Councilwoman Donna Frye, Peter Q. Davis, the former head of the Centre City Development Corp., and Carl DeMaio, the conservative activist now running for District 5. All of them pushed hard for this to happen. Finally, this takes courage for the mayor to do yet it is completely logical and a welcome development.

Nice.

Frye gave me a quick quote: "For years and years, when I proposed this as a solution, I was told that it couldn't be done. However, I did not believe that so I kept pushing it. Patience is power," she said.

DeMaio? "We're absolutely thrilled," he said.

As am I.

Update 1:18 p.m.: Mayoral candidate Steve Francis says the mayor didn't go far enough:

Unfortunately, Sanders' action is too little too late. It shifts less than half of the city’s ballpark bond payment, and then only seeks gradual increases in future budgets. It doesn't go far enough -- CCDC should pick up the entire $11.3 million cost each year...

... I have also put forth my proposal to shift the Convention Center’s operating subsidy to the hoteliers' Tourism Marketing District. This initiative can save San Diegans $4 million a year. I challenge the Administration to embrace this change next," Francis said.

Thank you Donna Frye and Carl DeMaio for the great idea and sticking with the plan all these years. It_is great for the taxpayers that Mayor Sanders is stealing Donna's idea as his own. Also a Thank you to Mayoral candidate Steve Francis whose business plan for the City included CCDC paying for the ballpark bond costs. link See Page 3 "Support restructuring financial support for_the San Diego Convention enter and the PETCO Ballpark Bonds... The San Diego Convention Center.. should be prudently be paid through the Tourism Marketing District. Bond payments for_the PETO Ballpark are more wisely paid through the budget of the Centre City Development Corporation (CCDC), which is responsible for downtown redevelopment projects. These two budget restructuring actions can save taxpayers more than $15 million." Mayor Sanders: When will_you steal the rest of Steve Francis' business plan for_the Convention Center financing for_the other $10_Million?

Tom Shepard continues to earn his keep, drawing attention away from the SEC scandal at City Hall. A Donna Frye Idea is pre-empted by Mayor Jerry Sanders not a moment too soon -- seven weeks before a Primary election in which he is being seriously challenged by Steve Francis, a credible newcomer, who lacks Hizzoner's checkered past record and a bunch of insider buddies. We'll see if the voters fall for it.

Hopefully, many voters will read these comments and realize what a phony this mayor is and has been. If he can steal ideas, which I frankly proposed one or two years ago where no action was taken, what else has he done that is not quite honest? Thankfully, Mel Shapiro, Donna Frye, Carl DeMaio, et al. had the "clout" to induce him to realize that CCDC was and has been a "cash cow" for years that was never milked. Then again, perhaps it was a good thing that the council refused to act earlier. Had they, CCDC would now be broke. One other note: The expensive housing downtown has not really paid off as expected. Too much money, too much noise.

I've been misquoted. I never asked CCDC to pay for anything,since CCDC does not collect tax increment,nor do they spend it. They have a small budget.The Redevelopment Agency collects the taxes and spends them.. I always asked for the Redevelopment Agency to pay into the general fund. Unfortunately, the public officials and the reporters don't know the difference between CCDC and the Agency. They are not the same.CCDC is an appointed body, while the Agency is the city council. Why is this so hard to understand ? CCDC can not authorize the payment for Petco. Only the city council can authorize it.

So the real issue is proper, long-term budgeting policy that will rid us of this ad hoc mess where bit and pieces are picked from the CCDC money tree. Sure CCDC should be kicking down to pay for general budget items that are located or directly effected by downtown -- DUH! // But there needs to be an overview--review of the whole budgeting process so that randoms millions aren't just picked up during an election year, particularly when billions are at stake. // This move raiding the CCDC piggy bank (yes Mel it's not REALLY CCDC budget cash) must be strategically planned, and this action by Sanders is as impetuous as it is surprising to y'all.

The understandable confusion of people about who is the Redevelopment Agency (City Council wearing Redevelopment mufti) and who is the CCDC (Mel, why don't you tell us who they are?) is a symptom of our troubled city government. No transparency, lots of obfuscation, layer upon layer of agencies and authority: it makes it easy to keep regular citizens at arm's length and to get away with, well, SEC violations. Take a look at the obtuse and snarled provisions of Proposition C, coming soon to our June ballot as a proposed change to the City Charter. It is almost impossible to wade through, but unless people pay attention and vote No, it will allow the Mayor to appoint and control the "independent" City Auditor. Deja vu all over again!

Scott, just a month ago the city's budget web site showed the ballpark bonds being more than $17 million annually. Now it's "only" $11 million? Please find out who changed that number and why. At any rate, billionaire Padres and Peregrine owner John Moores should be paying this -- NOT the general fund or CCDC. Where are the TOT funds promised by this "redevelopment"? Oopsie! Moores built condos instead of the promised hotels? We're boned...

Yup, our Mayor was forced to make this decision. The election is nearing and had to do something that may be construed that he is on the right track. The only problem with action is he is too late! It's like cheating on your wife then saying you are sorry and bringing her flowers. It doesn't make the past look or feel better. Sanders had the opportunity to lead this city in the right direction. He should have doubled up with Frye and hired Shapiro, DeMaio, Shippone, and Hart and showed up at non-agenda public comments to give the people of SD the impression he gives a hoot. Nope he's too busy courting the Sunroads of our city! Shame, shame on the oaf. Now, Francis for Mayor and Frye for council chair. Normie likes that!

Fred: Except for a few floors of condos on top of the Omni, Moores built hotels. The office complex was not built, but is proposed for a 1900 room Marriott.

Why doesn't St. Donna Frye stop double dipping and not take the $800 per month car allowance ? Her aides are reinbursed and she just keeps her $800 for pocket money. Since she is so down on CCDC, she should clean up her act too. Disgusting, greedy, hypocritical are good adjectives for her type of behavior.

Speaking of Donna - I liked the paragraph in todays U/T story stating she has always opposed the DROP and purchase of service credits. Thats funny. Was it 3 years or 4 she bought? Three or 4 she said she was selling back, and never did? Yes, hypocritical is a good word.

Aw, isn't that cute. Another blogger claiming credit for something they had no role in. Earth to Scott Lewis: Sanders changed his mind because the election is drawing near and he's in trouble. His budget is millions of dollars in the hole, the public knows he hasn't accomplished anything of note in nearly four years, and he's desperate. Simple stuff.

Just an observation: Although readers of VoSD are probably more educated on local politics, and thereby not a statistical sampling of the voter population at large, the comments in response to this article indicate that there are a lot of people out there unhappy with the Mayor. I sense that he and Tom Shepard do not have the re-election in the bag. Francis is probably transferring some cash into his campaign account as we speak.

In comment 17, Larry chastises Scott Lewis for taking some credit for the Mayor's decision. I disagree. Without bloggers, naysayers, gadflies, city council citizen speakers, columnists (such as Scott), fiscal reform activists, political mavericks and other denigrated critics speaking their mind, it's doubtful our political deer herd caught in headlights would have clue as to what options they should consider. Yes, necessity is the mother of invention (actually -- in this case -- the mother of innovation). But the city's fiscal maladies provided only the impetus, not the solution. Keep it up, Scott!

I think the mayor's change of position is a result of feeling some heat from Steve Francis. In early March, Francis spoke briefly at our town council meeting, then took questions. When asked what things he'll do to straighten out the city's finances, having CCDC assume the debt service payments for Petco Park was the first thing out of his mouth. He went on to say that CCDC is the main beneficiary of the development which resulted from building it (other than John Moores), and it should be their obligation. Sanders is trying to have it both ways, keep support at CCDC but not hurt them much by making them pick up the whole tab. they are scared to death of Francis, as are the city unions who know he will actually outsource work, not just talk about it.

Quick question? When will Mayor Sanders on any of his choices as the chief executive of the city, ever do something Howdy Doody Francis seems worthy of his praise?? Francis nitpicks on everything and anything the mayor does. No matter what happens, Old Man Francis will never be satisfied. No matter what color suit Mayor Sanders wears, Flip Flop Francis refuses to acknowledge the gains small and large. Knock it off Francis, give the mayor one compliment. I have never heard you say one good thing about Mayor Sanders. Please start.

Do we smell mayoral blood? Judging from the posts on this item, I'd say yes. And there's more: Andrew Donoghue today reports that the Mayor will no longer take contributions from developers and others who have business before the city -- a past practice that got him elected four years ago. Sounds desperate to me. If Sanders/Sainz/Shepar now give the people all the things they should have been provided in the first place -- clean government, fiscal responsibility, honesty -- will the voters forgive and forget and keep Sanders in office? I sure hope not, but we shall see. PS -- ArtWalk: if you run for public office, you have to be able to take the heat. But you are nice to care about Jerry's feelings.

FedUp (#23) refers to a very interesting comment - and one that a little investigation easily uncovers to be false (i.e.: that the Mayor isn't accepting $$ from developers with business before the City). At least $6K of money from those developers, their lawyers, or their lobbyists pushing for major zoning changes in Otay Mesa was accepted by the Mayor's re-election campaign. Those developers have already seen the value of their soon-to-be-former-in property values go up immensely - just on the speculation (or likelihood) that they'll be rezoned to housing or commercial. If that ain't business, what is?

#13 and #14...wonder why you are so intent on ripping Ms. Frye apart? Seem like you should really be banging on Peters and Maienshchein after what the UT said agin today ..Council members Toni Atkins, Jim Madaffer, Brian Maienschein and Scott Peters have billed the city $2.1 million and Frye was part of the council that approved the fraudulent bonds, but she paid her own legal bills. Yesterday, she said she spent less than $10,000.

Fed Up, you are the lowest of the low, panhandling for a multimillionaire who was running for mayor a year ago and cares about nothing but himself. Stevie Francis is not Robert Kennedy; he is a slick casino flunky who isn’t even from San Diego. He thinks all the blacks and Latinos will come out to the polls for him, but just wait and see when they vote for Sanders. Francis ran how many public polling surveys from his institute, took credit for numerous ideas the Mayor enacted, hired how many people away from city hall with large bags of money. What happened to the polling?? Did Francis force them to stop polling? The guy keeps talking about sweeping out city hall special interest, but what about the UNIONS doll face?? He won’t say anything about them because he is already in bed with them. ETHICS CHARGES!!! ETHICS CHARGES!!!

Goodness! Sun God, what do you not understand about the word CHANGE? Or these: THROW THE BUMS OUT. If I am "panhandling for a multimillionaire," it will be odd fund-raising, as I am not giving Steve Francis money nor am I asking others to give him any. I am just going to vote for him because I lack confidence in Mayor Sanders and his friends. At this point, I'm convinced that anything is better than what we've got. Francis, if elected, will be on notice that the citizenry is out of patience and gives him four years to do better or step aside. If we keep doing this long enough, we will find a decent mayor for this town. And BTW, in June Vote No on Prop C: it cripples the City Auditor by making him/her beholden to whoever's Mayor. Finally, I'm not from San Diego either

If you knew Steve Francis then you wouldn't be saying such nonsense because the guy is a slime ball. He is a con man who has had way too much work done on his doll face. However, Fed Up all you do is constantly look for something to nit pick or criticize the mayor on, why not try to look at the glass as half full. I have some advice for you, go outside and take a walk in the really warm spring weather and get your reason back. This isn't the time to bring the 9/11 conspirators back into the conversation or those who wanted to pull out before the surge worked.

Art Walk -- If it seems my city government glass is half full, that's because my city government glass is half full. And I am not alone. But thank you. I will be gratified if I can raise the rabble to 1) to keep honest Mike Aguirre as City Attorney; 2) to oust ineffective Mayor Sanders; 3) to vote for a progressive City Council of Lightner (District 1), Whitburn (District 3) and Emerald (District 7); and to vote No on Prop C which would have the "independent" City Auditor answer to the Mayor whose books he/she is supposed to review. (Who said anything about "9/11 conspirators" or pulling out "before the surge worked?" It wasn't me.)

Gotta love amateur political hour on the Voice. Does anyone with a brain honestly think this group provides a real sample of public opinion? Prediction; Francis pumps in $4 million and loses again. Frye loses in a bid to unseat Ron Roberts in 2010. Aguirre loses in November. Get a grip folks.
