Good morning from Hillcrest.

  • The flap between San Diego City Councilwoman Marti Emerald and the city's Ethics Commission keeps flapping. Today in the U-T there's a point-counterpoint between Emerald's attorney Bob Ottilie and Ethics Commission Executive Director Stacey Fulhorst. Ottilie argues the commission was vindictive and Emerald was vindicated. Fulhorst says that's not true and the commission did its job
  • In other Ethics Commission news, former Centre City Development Corp. head Nancy Graham is due before the commission this week and next to discuss the allegations against her and her proposed fine. 
  • Mayor Jerry Sanders and other supporters of the city's "strong mayor" system of government held a press conference yesterday. Sanders said the system makes him more accessible, even though he doesn't have to go to City Council meetings.
  • State funding cuts and allegations of fraud are hitting a county-run program for local caregivers, and the caregivers are worried about the program's future. 
  • We fact check Shelia Jackson, a candidate for San Diego County supervisor on a stat from her current job as San Diego Unified school board member.
  • And the La Jolla seals? Their fate could be resolved once and for all next week.
