District 3 City Council candidate John Hartley pleaded no contest today to committing a lewd act in public as part of a plea agreement with the San Diego City Attorney’s office.

Hartley was arrested on March 27 after reports from a Kensington resident that he had urinated into a cup and masturbated in his truck while it was parked in the 4600 block of Vista Street. He was booked on one count of indecent exposure and one count of soliciting a lewd act.

He will be placed on three years probation, pay a $500 fine and must stay away from the Vista Street home, according to the agreement made today in San Diego Superior Court by Asst. City Attorney Chris Morris and Hartley’s lawyer Michael Pancer. Hartley did not appear in court.

Hartley remains in the District 3 race against Todd Gloria, Stephen Whitburn, Paul Broadway and Robert E. Lee.

Calls to Hartley spokesman Larry Remer have not yet been returned.
