Getting a feel for how the community planning process actually works.
In this week’s San Diego Explained, Catherine Garcia and I try to put the convoluted, often invisible, planning process into understandable terms. I’m the twitchy guy on the left.
Our explanation of the city’s process of updating and amending its community plans earlier this week includes some stellar graphics that spell out the chain of command when it comes to making changes or updates to a community plan.
The City Council remains at the top of the decision-making totem pole on land use decisions, but the projects and plans that make their way to the council first go through a lengthy consideration before the local community planning group. The groups don’t have final say on a proposal, but they do wield considerable influence in shaping the way they look once the council gets to make its decision.
