San Diego’s 40-year-old coastal height limit has shaped the city’s waterfront views since voters overwhelmingly approved it as ballot measure Proposition D.
For San Diego Explained this week, NBC 7’s Catherine Garcia and I went to the top of Pacific Beach’s Capri by the Sea condo tower — a more than 10-story tower that helped instigate activists to pursue the measure — to take in the beach community’s unobstructed coasts and discuss some of the other legacies the height limit might have produced.
You can see in the video that a uniform, three-story townscape exists throughout the entire area, with the exception of a few buildings that pre-dated the restriction.
