Filner is steeped in the civil rights movement, helping to integrate southern society as a Freedom Rider in 1961. He adopted Martin Luther King, Jr.’s philosophy for change to make people think and make them uncomfortable — all without resorting to violence.

Filner says his tactics will be different if elected mayor. “I have a reputation, but I think people are going to find that the reality when I’m governing they’ll see a whole approach that will bring people together,” he said.
